Background

Land off Wilmslow Road is already the subject of existing outline planning permission, granted in April 2020. This means that the principle of development at this location has already been established.

 

Against this background, Bloor Homes’ proposals will take the form of a reserved matters application. This type of application deals with the outstanding aspects of the plans, such as means of access, layout, scale and landscaping.

 

We have recently concluded a public consultation on our proposals and are in the process of reviewing the feedback, ahead of the submission of a planning application to Stockport Council.

The Site

Land off Wilmslow Road is a unique opportunity for the delivery of much needed new homes in a sustainable location.

 

As illustrated below the site can be considered walking distance from several train stations, which connect to Manchester and beyond, as well as several employment areas such as Stanley Green Retail Park and Handforth Dean Retail Park. The site is close to local primary and secondary schools, as well as Cheadle Royal and several local centres.

 

In addition, Bloor Homes has considered the site’s connection to walking and cycling routes, and the proposals will also deliver a new crossing area over Wilmslow Road. This will safely connect the site to the wider area, including the cycle network across Wilmslow Road, and encourage travel by foot and bike as opposed to by car.

 

The proposals have been brought forward against the background of an identified need for new homes within the Stockport Borough over the next two decades. To meet this housing need, Stockport Council has rightly sought to identify land in the most sustainable locations and is prioritising sites that can be delivered comprehensively. Of the new homes proposed, 30% will be classed as affordable, suitable for first time buyers and those struggling to get onto the housing ladder.

325 new homes, from two to four bedrooms, to meet the housing needs of the local community;

30% of the homes will be affordable, suitable for first time buyers and those struggling to get onto the housing ladder. Of the 98 affordable homes, half will be available for rent, whilst the other half will be available through a shared ownership scheme;

Sensitive and well-designed spaces that reflect our commitment to delivering high quality communities and that complement their surroundings;

Pedestrian and cycle networks which connect to the wider community and provide sustainable means of transport to nearby facilities, such as shops and services. Plus, improvements to the local road network outside of the development. This includes a new crossing to connect the site to Wilmslow Road, and improvements to local cycling networks;

A significant amount of green open space, including a large linear green space, alongside a play area. This is in addition to the retention of many landscape features around the site;

Economic benefits for the local community through the New Homes Bonus, additional Council Tax and the additional spend of new residents in local shops and on services to help sustain jobs and business. It is estimated that this will equate to approximately £7m as a result of new resident spend;

What is being proposed?

In addition to new homes, the proposals will deliver:

  • Sensitive and well-designed spaces that reflect our commitment to delivering high quality developments that integrate into the existing community and complement their surroundings;
  • Pedestrian and cycle networks which connect to the wider community and provide sustainable means of transport to nearby facilities, such as shops and services;
  • A dedicated public access route to future facilities including the proposed 3G sports pitches;
  • Improvements to the local road network outside of the development. This includes a new crossing to connect the site to Wilmslow Road, and improvements to local cycling networks;
  • Linear green spaces, which will act as the lungs of the development;
  • A play area, which will be available for both new and existing residents to enjoy;
  • Economic benefits for the local community through the additional spend of new residents in local shops and on services to help sustain jobs and business. It is estimated that this will equate to approximately £7m as a result of new resident spend;
  • Additional monies for the Council through the New Homes Bonus and additional Council Tax.

What types of properties are proposed?

There will be a mix of houses provided onsite, including two, three and four bedroom properties to suit the needs of local people. Additionally, approximately 30% of the homes will be affordable  to provide much-needed housing for identified groups such as first time buyers struggling to get onto the property ladder, the elderly looking to downsize, or key workers, such as teachers and nurses.

When will the homes be available?

We hope to submit the reserved matters application by the Autumn and a decision on the planning application could be expected in late 2020. If the Council approves our application, we will look to start work on site as soon as possible.

Do we really need these homes?

The proposals are being brought forward against the background of a local need, and the existing planning permission granted in April 2020.

Land off Wilmslow Road is a unique opportunity for the delivery of a new community in a sustainable location. This is due to a number of reasons, including the proximity of the site to an array of local services, including schools, employment areas and retail facilities and the excellent transport links in the surrounding area, including Handforth railway station.

What impact will this have on traffic levels in local area?

A full Transport Assessment has already been undertaken and will be updated to be submitted alongside the planning application. However, one of the main advantages of the site is how sustainable it is with regards to local facilities and access routes. For example, the site is walking distance from schools such as Outwood Primary School and St James Catholic High School, as well as shops on Gillbent Road and local train stations. Furthermore, the site is approximately half a mile from Stanley Green Retail Park and one mile from the Handforth Dean Retail Park.

How will cars access the site?

Access will be taken from Wilmslow Road. A pedestrian and cycle route will also run through the site and connect to Wilmslow Road, to encourage pedestrians and cyclist to take journeys via foot and bike.

Has Bloor Homes considered the environmental and ecological impact the proposals will have on the local area?

The site retains several ecological features, as well as providing new features including new ponds and habitats. In addition, we will be seeking to retain as many trees as possible, as agreed in the existing planning consent. Additional landscaping measures will also be delivered, including a linear green space to connect the site to the existing community.

Is the site at risk of flooding? How will the site drain?

The site is located within Flood Zone 1, which means it is in an area which is incredibly unlikely to flood. Alongside the new homes, we will deliver new ponds, connected to the Sustainable Urban Drainage system, which will enhance the natural drainage on site.

How will the development be sustainable?

Bloor Homes has considered the site’s location and surroundings, its relationship and links to nearby community facilities and, in particular, its connection to transport links to reduce car use, encourage walking, cycling or the use of public transport.
